Effective long-term financial planning requires thoughtful, strategic budget preparation that looks beyond the four year municipal election cycle. Large scale capital projects often take longer than four years to plan and execute. Major shifts in the way municipal services are delivered or staff is managed can sometimes take many years to have a positive (or negative) effect on a city's bottom line. Multi-year budgeting allows municipal government to plan for longer-term outcomes, not limited by the scope of a single fiscal year or hampered by an approaching election.
