Collaborative Policy-making: Investing in Your Asset Management Program

Federal Gas Tax requirements have made asset management capacity building a strategic priority of municipalities across the country. Furthermore, in the Province of Ontario, the introduction of O. Reg. 588/17: Asset Management Planning for Municipal Infrastructure, has made the development of a ‘Strategic Asset Management Policy’ a requirement for all municipalities by July 1, 2019. The Strategic Asset Management Policy is an essential component of an asset management program as it directs asset management activities and ensures that all stakeholders have the same understanding of the program's mandate. The policy also helps align your organization's strategic objectives with your asset management objectives.

The purpose of this webinar is to help municipalities address the development of an Asset Management Policy in a way that builds corporate-wide buy-in for both the document and the broader asset management program. In the case of the Township of Wilmot, an Asset Management Maturity Assessment workshop was conducted before a policy was developed, allowing new incoming asset management staff to immediately continue making progress. In the case of Halton Hills, an emphasis on a team approach involving key functional areas of the municipality allowed for cross-departmental staff and decision-makers to come together and begin policy-making with a shared understanding of the work ahead. These panelists will be followed by a presentation from one of PSD's Asset Management Consultants with recommendations to achieve O. Reg. 588/17 compliance.
