Development Charges: Barrier or Benefit to Housing Development?

In late 2018, the Province of Ontario initiated its Housing Supply Action Plan, the primary purpose of which is to examine ways to address rising housing prices and rents. As part of this plan, the Province has reached out to Ontarians for public input through its public consultation document entitled “Increasing Housing Supply in Ontario.” The document identifies several housing supply barriers relating to: (i) development restrictions (e.g. zoning), (ii) convoluted development approval and permitting processes, (iii) high land and development costs, (iv) excessive building code standards, and (v) diminished property rights for landlords.
