Organizations strategize in order to manage budgets, capital improvements, public facilities, information technology, public safety, and so forth. Often what is missing is a clear strategy focusing on the methods necessary to develop employees’ capabilities. These strategies are needed to ensure that each of these methods is implemented on time and as intended. Succession management planning is the creation of strategies to ensure that such foci do not go overlooked. All organizations, whether public or private, are facing the approaching “baby boomer” retirement wave and it is projected that the government sector will be impacted particularly severely.i
