CANADA’S CREATURES OF THE PROVINCE: INNOVATION & INDEPENDENCE

The delivery of local public service is being disrupted. Municipalities are faced with new challenges emerging from the evolving economic, social, and environmental climate. Moreover, local governments in Canada are tasked with the difficult chore of serving the people with little to no political independence. While municipalities in Canada are responsible for a variety of services – ranging from community arts and culture to social housing – the Canadian Constitution only recognizes them as “creatures of the province.” The lack of political autonomy can – in part – be attributed to the lack of fiscal autonomy. Municipalities are dependent on money transfers from other levels of government and are limited in their authority to levy charges.
