Analysing the Benefits of Traffic Pricing in Toronto and the GTA

This article summarizes the methodology and findings of the more detailed report, Fare Driving, prepared by the authors for the Pembina Institute in 2015. The intent of the study is to explore the benefits of a congestion charge in Toronto and the Greater Toronto Area (GTA). The primary benefit examined is a reduction in traffic as a complement to building additional rapid transit infra-structure. We quantify a number of co-benefits resulting from the implementa-tion of road pricing, including reduction of greenhouse gas emissions, revenue generation, cost savings to drivers and improvements to health and road safety.
