2018 OCIF TOP-UP FUNDING NOW AVAILABLE


The Ontario Community Infrastructure Fund (OCIF) was introduced in 2014 as a permanent program that funds critical projects identified in the asset management plan (AMP) on an annual basis. OCIF provides steady, long-term funding for small, rural and northern communities and Local Services Boards (LSBs) to develop their infrastructure by providing targeted funding for critical projects. OCIF has two components: formula-based and application-based funding. On May 2nd, the Province of Ontario announced the renewed application-based top-up funding in-take. The OCIF top-up application offers approximately $100 million in 2018 to be distributed among communities in Ontario. Communities with critical infrastructure projects may submit proposals to top-up their formula-based OCIF funding.

Deadline:

  • Applications and all supporting documents are due by 5 pm Eastern Daylight Time on August 28, 2018


Timelines: 

  • All applicants will be notified in January 2019 (estimated) if they have received the funding
  • Successful applicants must sign and return a contribution agreement and be accompanying municipal by-law/LSB board resolution by no later than March 15, 2019
  • Finally, projects must be completed by  December 31, 2020


Eligibility: 

  • Municipalities and Local Services Boards (LSBs) that will receive less than $2 million in total over 2019 and 2020 under the formula-based component
  • Municipalities and LSBs that did not receive funding under the 2017 intake of the application-based component (successful applicants were announced in March 2018). This includes both sole and joint applicants
  • Eligible municipalities and LSBs have received an email indicating their eligibility and their funding cap 
     

Amount

  • Up to 90% coverage of a maximum of the funding cap noted within the municipalities or LSBs top-up eligibility letter
     

Eligible Activities: 

  • Capital expenditures on core infrastructure projects that are part of an asset management plan
  • Innovative capital technologies that can help reduce, avoid or defer capital and lifecycle costs
